松辽流域国际河流中方侧支流初始水权分配的特殊原则

摘　　要：松辽流域国际河流中方侧支流由于受到国际因素和地域因素的影响而具有特殊性,其初始水权分配不同于一般国内河流,应采取特殊的原则,包括服务国内、充分分配、地域优先、生态需水保障、地表水与地下水统筹分配等特殊原则。基于此,在开发利用发面,要有针对性地采取合理开发、加强合作、适当优先开发、加强水环境保护和水污染治理等开发利用对策。Tributaries of boundary rivers in the Songliao River Basin have particular features because they are affected by regional factors. Therefore, special principles should be applied to their initial water right distributions that different from local rivers. Those special principles, including its utilization, distribution, priority setting, ecological water demand safeguarding, as well as joint distribution of surface water with groundwater, should be adopted. In the respect of development and utilization, measures should be employed for rational development, cooperation, priority setting, and strengthening water environment protection and water pollution control.
