对推进医院现代化基本建设的进一步思考

摘　　要：在已往研究的基础上,对医院现代化基本建设作了进一步的思考。提出进一步推进医院现代化基本建设是落实科学发展观、全面建设小康社会的客观要求,是适应WTO规则、应对国际化竞争的必然选择,是总结"防SARS"经验、完善医疗救治体系建设的实际需要。提出了医院现代化基本建设中应把握几个关键环节,包括:坚持政府办医的主导方向,坚持功能实用性,坚持整体规划,坚持软硬件建设并重,树立成本管理意识,坚持"以人为本",坚持卫生投融资改革等。Based on previous studies related,the article makes a further think on the infrastructure construction for the hospital's modernization,At first,it presents that it is the impersonal requests of the implementation of the concept of scientific development and the construction of a well-off society to further advance the infrastructure constructor for the hospital's modernization,the necessary choice to adapt to the rules of WTO and to cope with the international rivals, and the actual need to summarize the experience of combating the SARS and strengthen the medical service system for disease prevention.Secondly,it introduces some key aspects in the infrastructure construction for hospital's modernization,including adhering to the correct direction of the government's responsibility for health care,insisting on the practicability of the function of hospital buildings,emphasizing on both the software and hardware, being cost-conscious, persisting in human-orientation, and persevering in the reform of health investment and finance.
