摘　　要：论述数字图书馆合理使用的合理性与适用性,指出合理使用是人类文明传承及激励创新的要求和利益平衡的结果。认为在数字化环境下,合理使用仍将作为协调著作权人与使用者之间利益关系的有效方式,介绍一些国家和国际组织为解决数字化作品的合理使用问题而制定的一些规则。This paper expounds the rationality and applicability of the rational usage of digital libraries in detail Theoretically, rational usage meets the need of inheriting and innovating human culture; it is the outcome of the benefits balance between copyright owners and copyright users, and is also applicable based on the common features of digital libraries. Then the paper demonstrates some international legislative practices and pertinent rules in respect of solving problems for rational usage of digital collections.
