摘　　要：党的十六届三中全会提出了以人为本的科学发展观,标志着中国共产党人对社会主义经济规律认识的深化。新的发展观为完善市场经济体制、发展社会主义市场经济指明了方向,对推进改革开放和现代化建设具有重大而深远的意义。The human-centered scientific development outlook advanced at the 3rd Plenary Session of the 16th Central Committee indicated the deepening understanding of the communists in China in socialist economy rules. the new development outlook has pointed out the way for improving and developing the socialist market economy, and has great and profound significance to advancing reform and opening up and the construction of modernizations.
