基层公安部门执法问题的思考

摘　　要：基层公安部门的一些民警执法中存在执法目的不明、特权思想严重、法制观念淡薄、职业素质差等问题。解决这些问题要采取政治建警、以德治警、立法建制、严格程序、加强监督等一系列措施。To the police at grass roots public security department, the following problems exist: the aim of enforcement of law is not clear, the privilege thought is serious, the legal system concept is weak, occupational character is bad and so on. To solve these problems, we need to take a series of measures, such as using political ways to establish the police team, depending on moral education to regulate the police team, relying on law to manage the police, setting up law system, strictly operating process, enhancing supervision.
