摘　　要：从制度管理的制定、执行等方面论述了图书馆制度管理与人本管理的关系,指出人本思想是制定制度的基础,制度管理离不开人本管理,人本管理是对制度管理的补充和发展。From the aspects of the formulating and executing the system-based management, this paper discusses on the relation between the system-based management and the people-based management, and points out that the humanist thought is the foundation of formulating the system, and the system-based management relies on the people-based management, and the people-based management is the complement and development of the system-based management.
