摘 要:随着我国经济高速发展,城市化进程加快,我国城市尤其是大城市大规模开发地下空间已成必然趋势。目前地下空间开发面临的主要问题是大量开发资金的筹措,完全依靠财政投资的模式难以满足开发需要。根据国内外有关经验,本文总结了六种可行的投融资模式,即多元经营与地下空间开发相结合;发行市政债券;PPP模式;BOT模式;ABS模式;调节税收方式,为国内地下空间开发提供借鉴。With the high-speed development of economy and the acceleration of urbanization in China, the underground space development trends inevitably, especially in some large cities. Presently, financing is the main problem for the underground space development. The government's direct investment can't meet the demand of the development. Based on the experiences of this kind, home and abroad, the paper gives six feasible financing models, i.e. to combine business diversification with underground space development, to issue the municipal bond, to apply PPP, BOT, ABS, to regulate the tax rates.
