摘　　要：水资源有偿使用和补偿机制是性质完全不同的两种机制。水资源有偿使用机制建立是维护国家权益,保障社会公平,使水资源使用权从国家所有权分离,变成市场主体的财产权。水资源补偿机制的目的是消除水资源使用中的外部不经济性。通过对两种机制的比较,分别对两种机制的建立进行方案设计。Paid and subsidy system for water resources use are totally different mechanisms in nature. The establishment of paid system for water resources use is to protect rights and interests of the state and promote social fairness. It aims to separate water resources use right from state ownership and transfer it into property in the market system. The subsidy system of water resources is to eliminate loss of exterior economic value. Through comparison of the two systems, designs are made for the two systems.
