摘　　要：流域规划是江河保护、治理与开发的基础,搞好长江流域规划或是及时地对原有规划进行修订,使之适应经济、社会、环境的变化与需求,意义尤为重大。以往规划成果自身的缺陷,经济社会发展提出的新要求,人们对江河治理认识的提高,以及建立和谐的人水关系的需求,都迫切要求用新时期的治水思路按照维护长江健康生命的要求对长江流域原有的综合利用规划进行修订。Basin program is the basic for protecting and developing river. It is significant for revision original river program that could fit for society and economy demand. For satisfying the health life of the Yangtze river standard, we should revision of original program on comprehensive utilization of the Yangtze river basin under the new idea on control water in new period, considering the defect of original program, new demand of society and economy development, enhancing river cognition, establishing harmonious relationship between water and human beings.
