用新的治水思路指导《长江流域综合规划》编制工作

摘　　要：在国务院原则批准的《长江流域综合利用规划简要报告》(1990)指导下,长江流域的治理开发与保护取得了巨大成就。近15年来,流域经济社会发展迅猛,人们认识水平不断提高,新时期治水思路逐步形成。相对而言,原有规划已不足以全面指导当前和今后一段时期的治江活动,需要加以修订。规划修订将以新时期治水思路为指导,坚持治江宗旨和原则,按照充分发挥长江水体生态功能、提高长江服务功能和强化流域管理功能的总体思路,进一步完善防洪保安、水资源综合利用、生态与环境保护以及流域水资源管理等规划体系,为实现治江战略目标提供强有力的支撑。Under the Guidance of the 'Brief Report on Comprehensive Vtilization of the Yang tze River Basin System(1990)' ratified by the China State Council, Great effort has been made in water resources development and protection in the Yangtze River. Program need to be modified that it is not suitable for further direction to the water resources development activities in the river basion because the understanding of Society and economy development is growingly enhanced and the new consideration on water control is formed for the new period in recently 15 years. The new revision program should be elay under the guidance of new consideration on water control, with the new tenet and principal of bringing ecological function and service function of the Yangtze Water, and focusing on the basin integrated management. Such systems should be established as flood control, multi-purpose use of water resources, ecological and environmental protection, and water resources management, Which sustain the realization of stratagem in Yangtze water control.
