依托世行项目 实现可持续发展——山西省黄土高原水土保持世行贷款项目建设概述

摘　　要：黄土高原水土保持世界银行贷款二期项目山西省项目区执行5年来成效显著。项目区既要搞好项目建设,保护生态、又要促进农民增收,脱贫致富,必须在治理思路上正确处理好维护环境与农民的关系,实现项目区农业经济的可持续发展。因此,采取综合治理的方式,重点解决粮食生产问题,在促进植被建设中与保护并重,并把扶持奶牛养殖作为实现这一目标的重要措施。为提高水土保持项目的执行效果,项目实行专业队伍实施,引导农民全程参与,转变管理机制,严格工程验收。A remarkable result has been achieved through five-years implementatio n of the second Loess Plateau Watershed Rehabilitation Project. The project impr oves ecological environment and upgrades farmers' income that promotes sustainab le development of economy in the project areas by appropriately dealing with rel ationship between environment improvement and increasing farmers' living standar d. Comprehensive measures have been adopted for increasing grain production, pr otection of vegetation and pasture development. In order to improve effect, prof essional teams are employed, as well as farmers participation and management ref orm, strict check of the engineering construction.
