摘　　要：结合顺利完成“三改四”工程,12个一级施工封锁点全部安全正点并提前开通的成功实践,从思想动员、组织领导、图纸审核、人员材料的准备、安全措施的制定、施工过程的组织等方面,就确保信号施工安全与质量提出了措施和意见。Based on successful practice of completing the project of ‘changing 3-aspect automatic block into 4-aspect automatic block’ and safety and punctuality of all 12 construction closing-off spots of grade 1 and the ahead of time commissioning,the paper puts forward the measures and opinions for ensuring the safety and quality of signal constriction on the following aspects:mobilization,organization,verifying drawings, preparation of human resource and material,working out safety measures and organization of construction process and so on.
