健全公共应急法制 应对重大突发事件

摘　　要：在应对重大突发事件的各种对策中,建立公共应急法制是行政、经济等手段得以顺利和有效实施的重要法律保障。改革开放以来,经过20多年的法制建设,我国公共应急法制已有一定基础,但由于种种原因,尚不健全。公共应急法制建设是一个宏大的社会系统工程。当务之急,我国需健全公共应急法制,为切实提高政府及各阶层应对重大突发事件的能力提供一个良好的法制环境。Among various kinds of countermeasures of serious emergency , it is the important legal guarantee to implement such means as the administration , economy ,etc. smoothly and effectively that setting up the public legal system that deals with emergencies.Since reform and opening ,through more than 20 years' legal construction,the public emergency legality of our country has already had certain foundations, but for various reasons, it is still imperfect. This construction is a grandiose social system engineering. The chief task is that the public emergency legality needs to be perfected, so as to offer a good legal system environment for improveing the ability of government and other levels to deal with serious emergency.
