税费改革之后农村公共产品融资机制创新——兼论山东省农村公共产品供给

摘　　要：农村公共产品融资机制创新对于增加农村公共产品供给,统筹城乡发展具有重要意义。本文对人民公社时期和税费改革前的农村公共产品融资机制进行了回顾,分析了当前进行的农村税费改革对农村公共产品供给的影响。作者认为,当前进行的税费改革,并没有改变传统的农村公共产品融资机制,反而会恶化农村公共产品供给。作者提出了创新的农村公共产品供给融资机制。Creation of financing mechanism of rural public goods has great significance to improve the supply of rural public goods and accelerates the development of city and countryside. The review of financing mechanism creation of rural public goods in the People's Commune period and before the period of tax-fee system reformation is taken in the paper as well as analysis of the impact of current tax - fee reformation on the supply of rural public goods. The author thinks that current tax - fee reformation has not changed substantially the traditional financing mechanism, however the reformation will aggravate the supply of rural public goods. Financing mechanism creation of the supply of rural public goods is put in the paper by the author.
