摘　　要：近年来,中国的城市燃气市场得到了较快发展,特别是西气东输工程建成投产后,中国城市燃气开始步入了主要利用天然气的时代。城镇化水平的提升给城镇燃气产业提供了广阔的发展空间。鉴于城市配气系统安全性能要求高,并且关系到城市居民和工商企事业单位的切身利益,随着市场化进程的加快,政府对燃气行业的市场监管迫在眉睫。政府对燃气行业的监管是自身的职责所在,其内容应该包括市场准入、价格体系、产品的质量和服务质量以及运行的安全。政府要做到既监管到位,又不干涉企业的内部管理,尽快健全相关法律法规,在科学的监管体制下,兼顾监管成本与监管效率,并且对监管中出现的问题及时做出判断和处理。T he Chinese urban fuel gas market has posted rapid development over recent years, leading to widespread use of natural gas after the west-to-east gas transportation project was completed. The accelerated trend of urbanization in China opens up great possibilities of development for the urban fuel gas sector. Considering the high requirements for the reliability and performance of the urban gas distribution system, which bears much upon the interests of urban residents and businesses, it has become an urgent task for the government to increase its regulation over the fuel gas market. This regulation needs to cover such aspects as market access, pricing mechanism, product and service quality and operation reliability. The government needs to keep macro regulation over the entire market instead of intervening in the businesses' internal management. Efforts ought to be made to revise the relevant laws and regulations, to help the regulator not only to step up efficiency and lower the cost, but to make timely judgments on the problems emerging in the regulation process and to address them in time.
