摘　　要：针对因怒江水能资源开发所引起的争论,文章以怒江区域背景条件和水能资源特点及其开发条件为基础,进行了怒江水能资源开发的SWOT分析,阐述了作者对怒江水能资源开发的思考与认识,提出了水能资源开发与民族地区可持续发展的途径与对策。Aiming at the controversy about the exploitation of hydroelectric resourcesin Nu River, based on the background, characteristic of hydroelectric resources and its development condition in Nu River, this paper analysis the strength, weakness, opportunity and threat of hydroelectric resources development in Nu River, expatiate on author's viewpoints, put forward the approaches and countermeasures of hydroelectric resources development and sustainable development of minority area.
