摘　　要：面对WTO规则的全面运行,河北省民营企业科技状况不容乐观,由于起步晚处于相对劣势地位,主要表现在科技投入不足、科技产出量少和科技潜力趋弱,这些构成了制约科技推进的致命"软肋",因而政府必须建立公平竞争的政策和法律环境。<Abstrcat> With the WTO rules in full operation, the technological status is far from advantageous of the private businesses of Hebei Province. This is due to their late start-out, lack of sufficient investment in technology, low yield of technological products, and shallow potentials of technology. All this has become the fatal vulnerability in hindering the businesses from making progress. Therefore, governments should construct a proper legal environment in favor of fair plays for private businesses.
