和谐社会视角下的政府管理创新

摘　　要：党的十六届四中全会提出的构建社会主义和谐社会的战略任务,对政府管理提出了更高的要求。在构建和谐社会过程中,各级政府必须从构建和谐社会的角度出发规范政府行为,增强政府管理的能力和绩效。为此,各级政府应适应新的行政生态环境,引入新的政府管理理念,树立科学发展观,体现以人为本的价值取向,明晰政府职能定位,调整政府管理体制,积极推进政府管理的不断创新。The strategy of constructing a harmonious society proposed in the 4th Plenary Session of the 16th Party Congress makes more demands on government management. In the course of building a harmonious society, governments at all levels should regulate government behaviors and improve government management ability and performance. Therefore, governments at all levels should adapt themselves to new executive ecological environment, introduce new ideas to government management, develop scientific development views, show the value of human-orientation, clarify government rules, adjust the management mechanism and encourage innovation in government management.
