摘　　要：介绍了网络环境下高校图书馆图书借阅的实现及特点,概述了图书拒借的定义、类型和意义,阐述了图书拒借率的统计方法和控制原则,分析了图书拒借现象和原因,提出了降低图书拒借率的措施。This paper introduces the realization and the characters of borrowing books from the university library under the network environment, summarizes the definition, type and meaning of library's refusing to lend the books, expounds the statistical methods and the control principles of the rate of refusing to lend the books, analyzes on the reasons and phenomena of refusing to lend the books, and puts forward some measures for reducing the rate of refusing to lend the books.
