摘　　要：基于国家信息技术教育测试互操作标准CELTS.10,从XML技术应用及标准化试题生成系统架构的建立两个方向,详细论述了试题开发系统的研制方法、主要内容和关键技术的实现;并在国家测试标准CELTS.10和WEBSERVICE技术的基础上提出了一种通用的试题开发系统架构,成功的解决了试题资源缺乏统一格式,在各异的体系结构中学习对象重用困难,系统互操作困难的问题。Based on CELTS.10 one part of China Elearning Technology Standard has a detailed inspection of the developing methods, main content and the key technology's achievement for the test developing system from the point views of the use of XML technology and the establishment of standard test developing system. A common framework of test developing system on the basis of CELTS.10 and WEB SERVICE also brings up and thus the problems that the learning resources can't be shared conveniently and the learning systems can not interoperate with each other efficiently due to the lack of uniform format and the difference of the systems' structure are successfully resolved.
