摘　　要：乐清市滨海新区规划运用中性的规划理念,形成“一环、一带、两片”的结构,以大面积绿化统领规划,使行政办公区与其它功能区一起融入自然环境中,使公共活动空间更符合各阶层人民的需求。A neutral planning concept is applied inthe planning of the littoral new area of Leqing City.Based on the diversity of urban elements such associety,ecology and culture,it has formed a struc-ture of 'one ring,one belt and two regions' withlarge-scale landscaping guiding the planning.Thus,it enables the administrative office areas and otherfunctional areas to be integrated with the naturalenvironment,making the public activity space morein agreement with the needs of the people fromdifferent walks of life.
