摘　　要：分析了目前我国医疗制度改革所面临的6个难点:1.资金筹措中投保基金数额的确定;2.大病统筹与个人帐户基金比例的划分;3.职工自付比例的界定;4.对医疗单位有效制约机制的探索;5.医院、出资者和患者之间关系的理顺;6.医疗保障管理机构的设置。并就上述6个方面问题提出了对策建议。The article discusses difficulties and solutions in medical administration reforms on these six aspects :1. quota of insurance proceeds in fund raising, 2. overall planning on ratio between medical expenses of serious diseases and the money amount in the individual account . 3. proportion of medical expenses shared by diseased member of staff, 4. effective restraint mechanisms of medical units; 5. relationship between hospital,payer,and patient,and 6. construction of mangerial institutions of medical security.
