摘　　要：机关档案室制度是我国的基层档案工作制度。运用历时性和实证性研究方法,研究机关档案室制度的源起、发展、困境,分析其在转型时期被集约档案机构替代的必然性具有一定的理论意义。Official archives regulations are the basic authorities'archives regulations in our country.With the historic and experimental research methods,the origination,development and troubles of the official archives regulations were researched.The certainty of its being replaced by the intensive archives organizations during the system transforming period was analysis.
