摘　　要：政府角色不明、责任不清、职能不到位是制约农村社会养老保险发展的主要原因之一。对政府在农村社会养老保险中的角色进行界定,并对政府的职能与责任次序、资助比重进行了探讨。The governments improper role, blurry responsibility and absent function are the main restrictions of the rural social old insurances development. This paper distinguishes the governments role in the rural social old insurance and analyses the sequence and proportion of its function.
