摘　　要：需求、尊重权利、补偿等原则对公共支出的发展起着重要的作用,它们能指引公共支出更好地体现科学发展观的基本要求;能更好地把握城市可持续发展对公共支出在社会公正方面的诉求;能更好地分析、了解地方政府公共支出与民众期望支出间的差异。地方自主财源的筹措方向与统筹分配资源的改善建议,能够使公共支出更加符合正义原则,实现城市的可持续发展目标。Public expenditure and city sustainability are two important aspects in city management decision makings. Principle of need, principle of respect and principle of compensation have long been play important role in public expenditure management and thus led to scientifically development of the public expenditure, led to well understanding and fairly treatment of social appeals for the sustainable development of a city, and led to identification of the difference between the local government's expected expenditure and the public's expected expenditure. Exploration of self-determined finance resource and wholly planed distribution of the resource are suggested to be taken into consideration of justice principle of public expenditure, for that they can benefit the realization of sustainable development of a city.
