摘　　要：水资源危机的进一步加深要求水资源管理应尽快向水资源资产化管理转变,但对于如何实现这一目标,目前学术界和实务界都还处于摸索阶段。在对水资源资产化管理的必要性和紧迫性进行分析的基础上,界定了水资源资产及水资源资产化管理的内涵,进而构建了我国水资源资产化管理体系,并对水资源资产化管理体系的实施进行了深入研究。The water resources crisis needs transfer of the water resources management to the capitalization management of water resources as soon as possible, but how to realize the goal. Scholars and officials related are still exploring. Based on the analysis of necessity and urgency of the capitalization management of water resources, this article defines the connotation of the water resources asset and the capitalization management of water resources, and constructs the system of capitalized management of water resources in China, then studies on the implementation of the capitalization management of water resources.
