摘　　要：为了提高经济效率,吸引投资进行电力建设,俄罗斯拟定了规模巨大的电力改革计划,希望能建立竞争性的发电与供电企业。作者以俄罗斯欧洲与乌拉尔地区的电力市场改革方案为研究对象,详细描述了它所采用的行业结构与市场设计方案,以及它们所具有的特点,并对此进行了述评。To improve economic efficiency, attract investment and perform electric power industry reformation, in Russia a huge scale power industry reformation plan is drawn up and it is expected to build up competitive power generation enterprises and power supply enterprises. Taking the European area and Urals area of Russia as research objectives, the authors describe the power industry structure, market design project applied in power industry reformation of Russia and their features in detail, and make comment to the contents of power industry reformation in Russia.
