摘　　要：近些年来,普京借反恐之机在国家权力体制改革方面出台了一系列重大举措,旨在加强国家权力的权威.由于俄罗斯在民族、宗教、经济、社会等方面一系列深层次的问题不是短期内能够解决的,同时国内外各种政治势力对俄改革的非议,都增加了普京借反恐进行国家权力体制改革的难度.Senior Researcher of China Institutes of Contemporary International Relations. In recent years, President Putin took a series of major measures aiming at enhancing the authoritativeness of state power by taking advantage of his anti-terrorism campaign. Because a series of in-depth problems in Russia's ethnic, religious, economic and social areas could not be resolved in a short period of time and Russia's reform are criticized by various political forces at home and abroad, Putin's system reform of state power will be confronted with more difficulties.
