工业燃煤排放二氧化硫征收排污费初探

摘　　要：江苏省大气污染及酸雨危害日益严重,迫切需要加强对二氧化硫排放的管理,征收工业燃煤排放二氧化硫排污费是解决问题的有效途径。从期望征收额占各主要燃煤行业工业产值的比重看将会产生较大的影响,建议二氧化硫排污费收费标准应低于0.2元/千克（二氧化硫）。It is urgent to strengthen sulphur dioxide discharge management for the increasingly serious air pollution and acid rain threat in jiangsu province. To levy on sulphur dioxide discharge from industrial coal burning is an effective resolution to deal with this problem. From the viewpoint of expected levy in the production output value of main coal-burning industries it will bring about great effect . therefore it is suggested that the levy on sulphur dioxide discharge be lower than 0. 2 per kilogram of sulphur dioxide.
