摘　　要：目前乡镇工业企业超标环境噪声排污费的征收明显滞后,主要原因是缺乏明确的适用标准与征收原则。建议应尽快根据农村不同区域,采用适合的标准,加强噪声源的监督,规范噪声源的监测,依法、足额、全面地征收超标环境噪声排污费。The levy on industrial noise exceeding environment standard in countryside was of evident delay at present. The main reason was short of definite standard and levy principle. It was suggested that we should strengthen thesupervision of noise source, standardize the monitoring of noise source, full-amountedly and comprehensively levy on industrial noise exceeding environment standard according to law by adopting suitable standard based on distinct region.
