摘　　要：根据铁路建设发展形势的要求,指出建立铁路建设项目管理法律框架的必要性。通过分析铁路建设项目的干系人组成及其权益要求,从实现干系人利益的角度构建出铁路建设项目管理的法律框架,提出实现良好法律秩序的策略及建议。Based on the need of railway construction development, this article points out the necessity of establishing a legal frame for the management of railway construction projects. This legal frame is instituted through the analysis of the composition and the rights & interests of the stakeholders of such projects and from the angle of realizing the interests of the stakeholders. It also puts forward the strategies and recommendations for materializing a sound legal order.
