公务员腐败的政治文化诱因分析及其治理路径

摘　　要：防腐抗变是执政能力建设的重要内容。而导致公务员腐败的诱因是多层面的,如果从政治文化视角来看,就在于政治文化由于其巨大的历史惯性尚未丧失其对人们行为的规范功能,同时社会转型,新旧政治文化交替冲突,造成核心价值真空和传统信仰符号缺失,为公务员腐败的动机和机会生成提供诱导。要探索在政治文化视角下治理公务员腐败的路径,总的来说就要扬弃传统政治文化,推动人民话语权和行动权的回归,重铸核心价值体系,推动新型政治文化体系重建。Preventing corruption and resisting change is the important content of administration ability construction. And the inducing cause of civil servant＇s corruption is various. From the angle of the political culture, it is the fact that the political culture does not lose its function to standardize people＇s behaviors because of its enormous historical inertia, and the fact that at the same time, in the transitional period of the society, the cross and conflict of the new and old political culture causes the key value vacuum and the lack of traditional belief in symbol that produces the motive and chance of civil servant~ corruption are produced. The author maintains that we can explore the route to manage civil servant~ corruption from the angle of the political culture. Firsdy, we should develop the traditional political cultures which are useful and discard those which are useless, in order to promote people＇s fights of speaking and acting; secondly, we should cast the key value system again at the same time and promote the new-type political cultural system to rebuild.
