摘　　要：实现黑龙江省产业结构调整和经济社会全面发展的关键是遵循比较优势发展战略。不但要遵循要素禀赋比较优势的动态发展模式,而且还要通过不断降低内生和外生交易费用,促进分工的自发演进,由此引发比较优势呈现动态变化,诱发全省比较优势产业不断向高层次演进,实现经济结构的不断跳跃和提升。Following the ctevetopmg strategy of comparative advantage is the key to restructuring industries of Heilongjiang and developing social progress in an all-round way. In this process, Heilongjiang should realize an upgrade for higher level among industries with comparative industries and for economic structure, by both following the dynamic developing mode of element advantages and decreasing internal exchanging costs and external ones to promote the self-evolution of labor division.
