摘　　要：权力的分化向人们提出了权力的制约问题。公共权力制约是任何一位政治学家都无法回避的问题,在古代、近代、现代西方政治学理论和马克思主义政治学理论中,人们都在积极探讨公共权力制衡机制的方案,从而形成了丰富的公共权力制约的思想和理论。The differentiation of rights gives us the problem of right restriction. Public rights restriction is a problem which is not avoided by any exports in politics. People has been probing the balance system of public fight restriction in the ancient, recent and modern western politics theories and Marxism politic science and formed rich idea and theories about it.
