摘　　要：政府管理的风险成本问题已经严重影响到了社会经济的发展,但始终没有引起人们的足够重视。因此,理论研究必须把对政府管理活动中的风险成本列入重要课题,这不仅是政府管理现实的需要,也是丰富和发展公共管理理论的重要渠道。从新的视角、用新的观点和方法深入研究政府的风险成本问题,对社会公众和可持续发展、改进政府管理、提高政府对有形与无形公共产品的质量,以及揭示行政管理规律的新特点等都有着重大理论意义和深远的实践意义。The problem of risk cost of government administration has put seriously negative effects on the social economy. However, it doesn＇t arouse enough attention. So it＇s of theoretical and practical significance to make study on government risk cost from new point of view and it will enrich the contents of relevant research. It also can drive sustainable development and improve quality of public products, either material or intangible.
