摘　　要：讨论了标准在海洋高新技术产业化中的作用,介绍了国内外标准战略发展的政策与工作背景,同时,分析了我国的海洋监测高新技术领域实施标准战略的条件、目标和步骤,给出标准制定的相关程序,并提出了相关对策与建议。This paper reviews the function of standards in the development of marine hi-tech in our country, introduces the background of technical standard strategy and its status quo at home and abroad. Meanwhile,it analyses the prerequisites, target and process for carrying out the technical standard strategy. Furthermore, it presents procedures for standard setting and gives relative suggestions and countermeasures.
