摘　　要：分析了制度性障碍是制约我国城市管理水平提高的重要因素,提出制度创新宜遵循以人为本、与国际规则接轨、扬弃及因地制宜等原则。基于上述原则,给出了制度创新的对策与建议,并提出21世纪城市管理应遵循的模式为:“凭借制度管理城市”。This paper analyses that the institutional obstacle is an important factor for restricting the improvement of China＇s urban management level, and indicates that the institution innovation should follow such principles as honouring the people,joining the international rule, developing what is useful and discarding what is mot, Based on these principles, proposes the solution and advice for institution innovation, and indicates that the mode to be followed for the 21st century urban management is to “manage the city based on the institution”.
