摘　　要：人力资本理论在客观上回答了科技进步推动下社会经济增长的源泉问题。本文从历史的角度对人力资本理论进行了研究和探讨,着重对人力资本作用机制的作用环境、人力资本的外部效应和人力资本投资进行了分析,以期探讨人力资本作用机制有效实施的路径。The human capital theory objectively resolves the fountain of development of the social economy with science and technology progress. The human capital theory is researched and approached from the history angle, and it is the effective circumstances of the functional mechanism of human capital, the human capital externalities and the human capital investment that are emphatically analyzed in this thesis, in order to approach the effective enforcement method analysis of the functional mechanism of human capital.
