摘　　要：在加强党的执政能力建设和构建社会主义和谐社会的新背景下,公务员能力建设问题日益凸现时代紧迫性和战略重要性。根据我国公务员队伍的现状和公共行政改革的发展趋势,有必要对能力建设进行相关的机制创新和制度探讨。In the new era of strenghtening the Party＇s governingability and constructing the humonious society, the construction of civil servants＇ ability is becoming au urgent and important problem. It is neceasary for the ability construction to make the innovation of the mechanism and study of the system.
