制度因素在我国城乡一体化发展过程中的作用分析

摘　　要：文章通过剖析改革开放前后城乡关系的巨大变化,认识到目前城乡不协调的根源在于制度因素,进而分析了城乡一体化与政策制度的关系,探讨了制度因素对城乡一体化的作用机制;之后分析了现有部分政策制度缺陷及对城乡一体化发展的阻碍作用,提出促进城乡一体化发展的相关政策制度的改革创新思路,以期对我国的城乡一体化发展有所裨益。Now the urban-rural integration has been showed much concern by government and lots of scholars.Coordinating the relationship between urban and rural area has been upgraded to important strategic point.However today urban-rural development is faced with many barriers, in which the system factors are the hardest. By studying the huge change of the urban-rural relationship around the reform and opening policy,this essay reveals that the system is the root of the urban-rural contradictions. Then, the paper probes into the course on which the systems accelerate or hinder the development of urban-rural economic integration,urban-rural space integration and the urban-rural sustainable development. And then the essay brings forward the system working mechanism to urban-rural integration. Moreover, this paper analyses the limitations about the concerned systems that block the development of the urban-rural integration. Such as, the present economic factors flowing systems greatly block the free flow of economic factors between urban and rural area; the different employment system between and rural area results in a half-closed state of the urban-rural employment market; the registered permanent residence system blocks the career and identity transformation of rural surplus labors; the lack of social security systemcom bined with the uncertainty of land property fight block the process of the rural land capitalization; the imperfect land running system restricts the agricultural development and blocks the agricultural and rural industrialization, etc.. At the end, the paper put forward some new thoughts about the reform and innovation about the concerned systems in order to accelerate the development of urban-rural integration。
