建设工业强县与实现旬阳经济社会协调发展

摘　　要：自20世纪90年代后期开始,旬阳县工业经济迅速成长,到2003年,全县完成工业增加值5.2亿元,占全市工业增加值总额的35.1%;工业总产值占工农业总产值的比例达到73.4%,工业对GDP的贡献达到32.3%,高于全市平均水平18个百分点;工业实现税收收入1.78亿元,占全县财政收入总额的75.6%,工业强县的地位日益突现。但是,旬阳教育科技相对落后,城镇化水平相对较低,南北区域经济差距较大,人口发展相对滞后,这些都成为制约旬阳工业进一步发展的重要因素。旬阳在建设工业强县过程中,必须坚持科学的发展观,实现经济社会协调发展;必须用现代工业理念谋划农业,在工业化过程中解决“三农”问题;必须把建设工业强县建立在依靠技术进步和提高劳动生产力的基础上;必须搞好工业布局,实现城乡统筹发展,南北区域协调发展。From the late 1990s, there has appeared a rapid increase in industry economy in Xunyang country. By 2003, there is an increase of 520 million Yuan in industry, which amounts to 35.1% of the total increase in industry in Ankang city. Industry contributes 32. 3% to GDP, which shows the important role that a powerful industrial county plays However, there still exist many important elements which restrain the further development of the industry in Xunyang, such as the backward education and its science and technology, low level of urbanization, big difference between the economy in the north part and the south, backward population development and so on. To construct the powerful industrial county, it is necessary for Xunyang to stick close to scientific development view to achieve the economy and society developing in harmony, plan the agriculture with the concept used in modern industry to develop the industry and agriculture harmoniously, build the powerful industrial county on the base of improving the technology and promoting labor productive forces, and arrange the industrial distribution well to achieve pool developing in both the rural and urban area and develop the south and north in harmony.
