摘　　要：我国水利建设发展经历了不同的发展阶段,由于自然经济条件的不同,形成了不同区域的水利建设特色。节水型社会建设是对生产力、生产关系的重大调整,在不同区域不同发展阶段表现出不同的形式,研究其特点对于全面推动节水型社会建设具有重要的意义。要按照节水型社会建设的基本内涵,结合不同区域的经济发展状况和水利建设情况,制定出符合当地实际情况的节水型社会建设规划和实施方案。Water infrastructure construction and development in China experiences varies stages and has varying features due to the difference of natural and economic condition in various regions. Water-saving society establishment makes a significant adjustment to the productivity and production relationship, showing in varies ways in different regions and development stages, thus it is of great meaning to study the feature of water-saving society establishment. The implementation plans of water-saving society establishment should be worked out in accordance with the basic contents of water-saving society establishment, considering conditions of economic and water development, and also complying with local conditions.
