摘　　要：国家防汛抗旱指挥系统的总目标是为正确分析和判断防汛抗旱形势、科学制定防汛抗旱调度方案提供决策支持。系统结构包括5个子系统,即信息采集系统、通信系统、计算机网络系统、决策支持系统和淮河及黄河中游新一代天气雷达应用系统。General objectives of the State Flood Control and Drought Relief Command System is to provide decision-support for analyzing and estimating the flood control and drought relief position, establishing the flood control and drought relief dispatch schemes. The command system includes five sub-systems： information collection sub-system, communication sub-system, computer network sub-system, decision support sub-system, and the sub-system of new weather radar application in the Huai river basin and the middle yellow river basin.
