摘　　要：南水北调东、中线一期工程利用银行贷款近500亿元,资金的足额筹集关系到工程的成败。为此,项目主管部门和国内金融机构经过反复商讨,提出了按国际惯例组建南水北调工程贷款银团,筹集建设资金的构想,并进行了成功实践。作为水利建设资金融资模式的一次新尝试,南水北调工程银团贷款将对水利建设资金融资产生深远影响,具有重要的启示作用。The loan amount that the first period projects about eastern route scheme and middle route scheme of the South-to-North Water Diversion is about 50 billion. Sufficicent fund is related to the project＇s success or defeat. After the charge department and finance organization bargaining, they put forward the scheme of the South-to-North Water Diversion＇s Finance Corporation, and practice it triumphantly. As new attempt of financing mode on water conservancy build fund, the South-to-North Water Diversion＇s Finance Corporation will impact on water conservancy＇s financing deeply. It also has much apocalypse.
