摘　　要：各国经济发展的历史证实了就业问题与经济发展和产业结构之间存在既互相拉动又相互牵制的双重关系。本文提出新疆应实施以就业为中心的经济发展战略,并对其意义及注意的问题进行了分析,最后提出要从长远的角度解决新疆的就业问题。The history of economic development in various countries verifies that dual relations exist between the employment and economic development and industrial structure. Such relations also exist in the economic development of Xinjiang. The paper advances Xinjiang should implement the economic development strategy revolving around the employment. Namdy, the employment problem will be solved fundamentally in Xinjiang by taking into account the synchronism, dynamics and levels of the balanced development between economy and employment and adopting coordinative policies from different sspects.
