摘　　要：文章通过讨论排污权交易思想中的排污权交易与污染物总量控制,排污权在市场中的交易过程,可用交易的排污权从何而来以及排污权交易中政府的作用四个问题,试图提高业界对排污权交易理论的认识,促进排污权交易理论在实践中的运用。Four problems are discussed in this paper, such as emissions trading and total quantity control of pollutants, the right to emit bargain in market, where the emissions trading in market comes from and what should the government do or not do in the thoughts of emission trading. Thus the academic ＇circles may know more about the theory of emissions trading and improve its application in practice.
