摘　　要：从建立健全教育、制度、监督并重的惩治和预防腐败体系的角度,阐明制度在惩防体系中的重要作用。结合我校近年来在党风廉政建设的探索与实践中,不断建立健全各项制度,把制度建设贯穿于反腐倡廉工作的各个环节的具体做法,从理论与实践结合的层面上论述了党风廉政建设的制度保证作用,还对新形势下建立健全惩防体系和完善反腐倡廉工作制度提出新的思路和新的方法。The paper expounds the important role of rules and regulations in the punishing and preventive system through the perspectives of setting up a system of punishing and preventing corruption, giving equal emphasis on education, system and supervision. The paper discusses the system guarantee of the construction of incorruptness of the style of Party work through the practice of our college in recent years, combining theory with practice, and puts forward a new way in setting up and perfecting a system of anti - corruption in the new situation.
