摘　　要：在经济加速转型期,受全球产业结构调整及国内市场需求导向的影响,我国以能源、重化工业高速增长为特征的结构转型步伐加快,重化工资源消耗量也明显上升。在国际市场能、矿资源价格上涨和资源供给不确定性风险加剧背景下,国内西部地区的能矿资源禀赋又一次吸引了人们的视线。目前,西部由于自然资源过度开采所引发的生态恶化、环境污染、资源破坏、地区性经济增长停滞及因此造成的社会问题已得到广泛关注,西部脆弱的生态环境决定了资源开发必须遵循开发与生态重建有机结合的路径。In economic acceleration transition stage, affected by the global industrial structural adjustment and the demand of domestic market, China＇ s structural transition is speeding up with the feature of high growth of energy and heavy chemical industries, and the consumption quantity of heavy chemical resources also goes up obviously. Under the background of price rising of energy and mine resources and the aggravate uncertainty risk of resources supply in the international market, the energy and mine resources gift of west region has attracted people＇ s interests again. Nowadays, the ecological deterioration, environmental pollution, resource damage, stagnation of regional economic growth caused by excessive exploitation, and social problems caused by the foregoing issues in west region have gotten extensive solicitude, its fragile ecological environment has determined that its resource exploitation must follow the path of organic integration of exploitation and ecological reconstruction.
