关于稳定完善农村土地承包经营制度的思考

摘　　要：农村土地制度是农村经济社会的一项基本制度,影响着农村社会的全部经济关系。因此,土地关系的协调和优化过程,就是农村经济关系的变化和优化过程。即便目前的非农收入已经超过了农业收入,但是土地作为农民生存保障资料的功能将在很长时期内不可能改变,农村部分劳动力在城乡之间“双向流动”的特点在相当长的时期内也不会改变。因此,稳定家庭承包经营制度的核心问题就是稳定完善农村土地承包关系。The rural land system is basic system of the rural economy society, which influences all economic relations of the rural society. So, optimization course of the land relation is the change and perfection of the rural economy relation. Though non-agricultural income has already exceed agricultural income at present, function of material ensure of land couldn't change within a long time. The characteristic that some workforces in the countryside 'mutually flow ' among urban and rural areas will not change within quite a long period. So, the key question of the stabling family contract system is improving the contract relationship of rural land.
