摘　　要：论述了铁路货物运输计划改革应遵循的原则和改革的基本思路，介绍了济南铁路局月度货运计划改革后的具体操作：基本计划的审批、调节计划的受理与审批。同时，还研究了改革后几个相关问题的对策，并分析了改革的社会效益和经济效益。The paper expounded the principle and basic way of the reform of railwayfreight transportation planning. The paper also briefed on the detailed work procedure ofthe Jinan Railway Administration after its reform, the approval of the basic plan, and theacceptance and approval of the adjusted plan.Besides, the paper studied the contermeasures of several issues which. will occur afterthe reform, and analyzed the social and economic benefits of the reform..
